Introduction
Digital transformation serves as a tech overhaul that weaves its way through both the internal workings and external landscapes of enterprises. This encompasses the inner digital revamp of companies and the transformation of their external surroundings (Davison et al., 2023; Irani et al., 2023; Zhang et al., 2023; Zoppelletto et al., 2023). The fusion of digital technologies like the Internet and cloud computing with government social governance has given rise to a fresh government governance model, shaping the digital economic development landscape encountered by enterprises (Chandra et al., 2022; Sahut et al., 2022).

It also results in increased returns for shareholders, a heightened sense of innovation responsibility among stakeholders, and a reinforced entrepreneurial spirit.
